Elliott
and R.B. Stewart. Purdue’s comptroller, immediately applied for
federal funds when they were first announced in 1938. Elliott lobbied
in the halls of the state capital for the necessary Indiana matching
funds; in fact, he sought and won legislative approval for the state
funds in hand, Elliott and Stewart fashioned a self-liquidating, supplemental
bond issue to complete financing the facility.
The
hall was designed by Walter Scholer, longtime Lafayette architect and
consultant for Purdue University. Scholer supervised the actual construction
that began October 24, 1938. Construction was completed May 2, 1940,
at a cost of $1,205,000. It is estimated it would take over $90 million
to construct a comparable building today
